Israelites are close to the promised yet but not there yet. Moses reminds them of God’s law again. That’s what the book of Deuteronomy is about, the 2nd law. Moses reminds Israelites of 3 things as it relates to their journey to this point: God’s care, Israelites grumbling and disobedience, and God’s judgment. Finally, Moses speaks to the Israelites and tells them to obey God’s law because He blesses, says it, and judges.
